Mignon French

Mignon is a dual‑qualified Registered General Nurse and Registered Mental Health Nurse with over 30 years’ experience across the mental health, criminal justice and secure‑care sectors. Her professional focus on criminal justice, mental health and associated vulnerabilities has developed over two decades, shaping her national leadership roles and contributions to system‑wide improvement.

In 2014, she played a central role in developing the first Mental Health Treatment Requirement (MHTR) pilot in Milton Keynes, providing the foundation for the current Community Sentence Treatment Requirement (CSTR) services. Mignon was appointed as the national CSTR Programme Manager in 2017, where she successfully replicated the pilot model across five early‑adopter sites and subsequently supported the national rollout of MHTR provision across all criminal courts in England.

During this period, Mignon led the development, implementation and strategic direction of MHTR services through a multi‑agency partnership between the Ministry of Justice, NHS England, the Department of Health and Social Care and His Majesty’s Prison and Probation Service. Her work strengthened the evidence base for community sentencing, improved access to mental health support for vulnerable individuals, and shaped national policy and practice.

Mignon continues to champion best practice in mental health and neurodiversity across secure and high‑risk environments, including Immigration Removal Centres, children’s secure settings and wider clinical healthcare services within the justice system. Her work focuses on ensuring that vulnerable populations receive trauma‑informed, evidence‑based and person‑centred care.

Alongside her clinical and strategic roles, Mignon is a Presiding Magistrate. She plays an active role in highlighting vulnerability within the court system, providing specialist insight into mental health, neurodiversity and associated risks to support fair, informed and proportionate judicial decision‑making.
