Dr Joe Judge

Dr Joe Judge is a Consultant Clinical Psychologist and a Cognitive Analytic Therapy Practitioner. He is the Lead Consultant Clinical Psychologist for the Treatment & Recovery Service at the State Hospital, the High Security Hospital for Scotland and Northern Ireland.

He is a Non-Executive Director at the Risk Management Authority, the Scottish public body which sets the standard for violence risk assessment and management.

Dr Judge is the Scottish representative to the Complex Mental Health Network of the Association of Clinical Psychologists. He teaches on the Glasgow and Edinburgh University Clinical Psychology Doctoral programmes on working with complex presentations. He has published on risk assessment and management of violence, and sexual violence, in peer reviewed journals and book chapters.

Dr Judge has worked in both forensic and non-forensic mental health services across the different levels of security and in the Scottish Prison Service for nearly 20 years. He has a special interest in applying psychological principles and therapeutic approaches for use with people with complex difficulties and in complex systems.

Dr. Jo Brown

Jo Brown is a Consultant Forensic Psychiatrist based in Edinburgh where she is Clinical Director and lead consultant for the Forensic Women’s Service.

As a qualified Cognitive Analytic Therapist, she has also provided input in the Veterans First Point Service.

She is involved in teaching with Edinburgh University and has an Honorary Fellowship with School of Law.

She is Chair for the Forensic Faculty of the Royal College of Psychiatrists in Scotland and has participated in responding to several recent Scottish Government reviews including the Scott Review of Mental Health Law and the Barron Review of Forensic Mental Health Services in Scotland. She is the Treasurer for Alternating Hemiplegia of Childhood (AHC) UK, a charity working to raise the profile of this ultra-rare genetic condition.

Dr Sarah Gladden

Dr Sarah Gladden is a Consultant Clinical Psychologist and Lead Psychologist for the Serious Offender Liaison Services in NHS Lothian. SOLS provides specialist consultation, assessment and management advice around managing complex and/or high risk offenders in the community to MAPPA and partner agencies.

Dr Gladden is Chair of the Scottish Group of Forensic Clinical Psychologists in Scotland, a position which holds a seat on the Forensic Network Board, (a managed care network for forensic mental health services in Scotland). She is also the Scottish representative of the Faculty of Forensic Clinical Psychology Executive Committee within the British Psychological Society. She has taught on various Forensic Masters and Clinical Psychology Doctorate programmes, including Surrey and Glasgow.

Dr Gladden has previously led psychology services in medium and low security in Scotland. She has also worked in a range of forensic services across England including high, medium and low security, Women’s services, Dangerous and Severe Personality Disorder Services and specialist neuropsychology services.


This event considers two unique approaches to risk assessment and management of complex offenders in Scotland.

The Risk Management Authority in Scotland works to reduce the risk of serious harm posed by violent and sexual offending.  They provide training and advice in this area as well as setting standards for risk assessment and management.  In addition to this, they have a statutory role with regards to Order for Life Long Restriction (OLR) sentences.  Dr. Joe Judge is a clinical psychologist with a wide range of experience in forensic and non-forensic mental health settings.  He is a member of the RMA board.  He will be providing an overview of risk assessment and management in the context of the RMA’s work.

The Serious Offender Liaison Service (SOLS) in NHS Lothian, provides clinical consultation, assessment and management advice to support criminal justice agencies in the management of complex and high risk violent and sexual offenders in the community.  They also provide the statutory health board input to local MAPPA meetings.  This unique service, does not provide treatment or case management but rather supports frontline team to implement psychologically informed management approaches.  Dr Sarah Gladden is a clinical psychologist working with the SOLS team.  She has worked across forensic mental health settings in Scotland and England.  She will be sharing how the SOLS service supports MAPPA and colleagues in working with this complex group.

Research can transform lives. We want to support discoveries about what helps people with mental disorder who have been victims of criminal behaviour, or perpetrators of criminal behaviour, and their families, and the clinicians and others who treat them and, indeed, the wider community when its members are in contact with these problems. More effective prevention is the ideal, when this is not possible, we need more effective, evidenced interventions for recovery and restoration of safety.
